In addition to supporting the operations of companies of all types, sizes, and activities, UniDocs is extremely suitable for solving the complex problems of e‑government in an integrated and comprehensive way. Until now, in cooperation with the Office for Information Technology and Electronic Administration of the Republic of Serbia, we have had the opportunity to develop a large number of software services that enable members of state bodies to use data available through the official service bus through the UniDocs system (data from the APR, the Tax Administration, CROSO,… ) or through direct service communication with institutions such as APR, the National Bank of Serbia, etc. A number of services and interfaces to spatial (GIS) databases that have already been implemented within various subsystems have also been developed by state and local administrations, which opens up a real possibility to implement complex integrated administrative systems, such as issuing building permits, urban-technical conditions, and the like, with limited investments and within acceptably short deadlines.
UniDocs ensures full compliance with legal regulations and standards related to electronic documents, office operations, qualified electronic signature, information security, all of which are mandatory prerequisites for implementing solutions in the field of electronic administration.
That these are not only theoretical possibilities is shown by many successful projects that have been implemented, among which we should mention systems for supporting the allocation of grants to small and medium-sized enterprises (Ministry of Economy), management of urban construction land (Novi Sad), electronic issuance of seismological conditions (Seismological institute of Serbia), the central register of planning acts of Serbia, the issuance of urban-technical conditions, building and use permits for buildings in Montenegro, as well as inventory and property management in a large number of municipalities and cities (Požarevac, Kruševac, Aleksinac, Smederevo, Malo Crniće, Žabari, Velika Plana, Petrovac na Mlavi, Veliko Gradište, Golubac, Žagubica, Kučevo…).
As with the business management of the company, e‑government essentially resolves a complete set of business‑documentation processes related to state administration, among which are all tasks related to the law on planning and construction. This group includes all processes related to the real estate cadastre, planning acts, building land, and infrastructure and ends with the processes of issuing construction and, finally, use permits for new and reconstructed buildings.
The efficiency of the system in the domain of e-government is also guaranteed by the fact that the UniDocs family of software solutions provides all the necessary functionalities in the Web and desktop environment, which ensures the installation of efficient modules through which citizens and the economy have public access to e-government, as well as complete process automation as part of office operations in state and local administration. Interdepartmental exchange of documents, as well as exchange with companies and citizens, is supported by documentation XML format (DDL), as well as other standard formats for data exchange that are supported within the UniDocs system.
The modular concept, the universality of the modules, the extremely open software architecture and the rich development environment (API) of the UniDocs solution, as well as the significant experience gained, ensure that the key requirements that are put before companies, and especially state authorities, are met in today’s business conditions.
By using UniDocs software, integrated and comprehensive solutions are implemented in short terms, and more importantly, with limited investments, which is imperative in times of crisis that require increased efficiency, with the lowest possible costs.
UniDocs is our product, so no “localization”, translation, or adaptation to domestic legislation is required. The fact that Serbian is the basic language with full and competitive support for the Cyrillic and Latin alphabet as well as other languages makes UniDocs extremely suitable for implementation within e‑government, but also in all other business systems.
The application of information technologies in the work of the state administration is of crucial importance for the promotion and improvement of the provision of services to citizens and the economy. The translation and optimization of crucial business processes related to the work of the state administration enables significant savings in business and raising the level of knowledge and satisfaction of employees. Data transparency is imperative for preserving the integrity and trust of the state administration among the main users of the services provided, citizens and businesses.
